Getting around NAT

I wondered if anyone knows of any type of program that can be run on a Win 98 client that will allow a pc sitting outside on a public IP address to communicate (stream to) a PC sitting inside a NAT (outside the firewall or all necessary ports open)?

I really need this to happen on the PC itself vs. a proxy or on the firewall.
