GPO not working properly

a user who logs into WIn2k server had problem accessing the “Connections” Tab in Internet Explorer. user had to alter the proxy settings for certain websites. since the GPO defined for the user did not allow him to access connection tab in IE. but now i have moved the user to a new OU on which we have GPO defined which allows the users to access all the tools in IE. there is no single restriction on IE on this OU. but still when the users logs on he finds the same problem not able to see Connections TAb on IE properties.
What is causing this ??
