Group Policies

Quick rundown: Win2k server with Active Directory installed, windows 2000 and windows 98 clients. using poledit, i have created a policy named config.pol and saved this policy in the netlogon folder of the server. when i log on to a 98 client, the policy is not in affect. I have the client set to log onto NT domain. what else do i need to set up?
