Group Policy error

I’m using windows 2000 server. When I access the “Domain Security Policy” under Adminstrative Tools, an error appear says:

Failed to open the Group Policy Object. You may not have appropriate rights.
Details:
The system cannot find the path specified

I’ve tried different solutions from microsoft but it’s not working. What could be my problem?
