GUI WinAt

I?m trying to learn how to use the GUI WinAt interface found in the NT resource kit. I need to know how to run this tool on remote machines in my domain. The help file doesn?t help that much and all I can find is info on the DOS way to run AT commands. I would like to know if you can start up programs on remote machines and what is some time saving commands. All I can find is information that reads like you should already know this stuff and of course I don?t. Unfortunately I have to train myself, my company doesn?t believe in paying for IT training. Please help with AT commands.
