Halt of startup up of Windows XP Pro

os = Windows XP Pro
Network = None (Stand alone PC)

On startup the PC stops at the Welcome screen. After approx 2+ minutes the PC finishes booting with no ill effects.
At the Welcome screen stage pressing Crtl+Alt+Del will allow the PC to finish booting successfully.
What is the problem and a solution Please.
