Hard Drive

I have a PC that I reformatted due to constant freezing up. Once I reformatted, I reloaded Windows 98 on the machine and it is still freezing up…(cannot CNTRL-ALT-DELETE even) is this a sign that the hard drive is no good….or is going?? Possibly reformatted incorrectly (used FDISK command)
