Hard drive issue

My computer quit running over night. When the power is turned on the processor fans runs but the hard drive or the CD drive will not power up. When I disconnect the ribbon cable the HD will spin and if the ribbon cable is removed from the CD drive the tray will open when I press the open button. Any ideals?
