HArd drive or motherboard

i have a dell inspiron 1000 laptop and it was sent back a couple times and nothing got done on it the said they replaced the system board but now when i turn on the computer it doesn’t recognize my new 60 GB HDD thats in there and will say delldiag doesn’t exist when i try and boot it up is it a hard drive problem or a motherboard issue?
