HArd Drive Partitioning

I have a system with a C: drive set at 8GB, D: drive 16GB, E: drive 16GB and F: at 8GB. CAn I delete the F: partition and reassing the space to the C: Drive? What tool is needed. (It is a XP Pro desktop)
