Hard Drive won’t load OS

I have a brand new 120 GB Western Digital HDD that will not load windows xp. It will begin installation then start saying files are missing and it can not load certain files. The XP disk is a clean without scratches. Wondering if it is a memory issue. any suggestions would be appreciated
