hard drives

I have a couple questions about the hard drive installed on my computer. local disk c has 181 gig and local disk e has 5.28 gig. does this make it a 200 gig harddrive and if so how does a hard drive loose gigs? this is not the gigs left over this is actual size. or can a hard drive contain more gigs than what it says?
