Hardware Damage Error

I have a Dell Optiplex GX1 that is now having problems with the PC freezing up and shutting down on its own. Right before it shuts down it gives an error of Hardware Damage.

Any ideas? This is a government computer and I’ve been told I should format the hard drive however, I am thinking that the hard drive has crashed.
