hardware updates windows freezes

I recently started working on an hp pavilion 8860 running windows milenium. I went to install a dual format dvd burner and after the initial installation of the drive on reboot windows locks up during the hardware update screen.

looking for causes of this problem and possible solutions.
the dvd burner is a 4×2.4×12
