Having Problem Shutting Down My PC

I am using Win XP and I have problem shutting down my pc. My pc can only stop at the level where it display “It Is Safe To Turn Off Your Computer”. And I have to turn off my pc by closing the power supply. Is there any way for me to shut down my pc properly ?
