Help how to configure QoS in Contivity

Hi there, i just bought a nortel contiviy 1100 through ebay and went to practicing at home about QoS.My question is, how can i able to configure qoS in a certain network where im jsut to allow those users in that network to use just 5% of the bandwidht whenver theyre using FTP?(something like make ftp as the last priority). Do u have any examples or sites where i can able to hav it as my reference? thanks
