Hide disk drives from users windows 2000

I have a windows 2000 system set up by someone else. There are 2 OUs that have drive c hidden and also any USB drives that are plugged in. The group policy “hide these specified drives” in user configuration administrative templates windows components windows explorer is not configured. I can’t figure out how they were hidden. Does anyone know how this could be done?
