How can disable Admin shares on my PDC s

I want to selectively disable administrative Shares on my PDC W2k server in w2000 domain.
especially c$, D$ etc….

Actually I want to disable those share for unauthorise use by any one here. We have some culprits here in development team.

Now I disable it manually. But when the system restarted these shares are created again.

Is there any way of doing it.
