How can I recover mp4 files I deleted from my recycling bin?

I was cleaning up my laptop the other day and I cleaned out my video folder by deleting a few videos I didn’t need anymore. I then went and emptied the recycling bin too. The other day I then tried to find a big video mp4 file I was wanting to edit when I realised I didn’t have it on my laptop anymore. I know I’ve accidentally deleted it from my recycling bin too.

Sadly, I know there is a slim chance I can get the file recovered but does anyone have any good advice on how I can get the file back?
