How do I stop IE from running?

We have a network with a full time connection to the Internet. There are certain people we don not want to browse the web. We use DHCP for our IP info (including DNS). I have removed IE but if you go into control panel and type in an address, IE5pops up and your on your way. Is there anything I can do to stop this with minimal expense?
