How do you run a legacy program in Win2k

I have a stubborn legacy program that runs out of environment space in Win2k.

In Win 3.x setting the files=50 in the config.sys solved the problem.

In Win 9x files=150, problem solved.

So what is the fix in 2k. As much I would like melting down the legacy program is NOT an option.
