how do you turn off CISVC.EXE

Where in windows 2000 professional can you go to turn on or turn off services.

The CISVC.EXE is running all the time, as it should, but I want to turn it off. When I use the Task Manager, to end the process, I get a ?Access Denied ? Message. So how do I turn off the CISVC.EXE.?
