How do you turn off logon screen ?

When a user trys to logon to our our NT network from a Win98 machine that he has never used. A menu will promp for a logon name & psw for the Domain which is fine. Since the person is new to the machine it will menu prompt for a Windows 98 password.How can I turn off this Windows 98 menu off and still have the domain logon menu prompt ?
