How to configure BDC over the Internet

I need to setup a BDC in a remote office. The Remote office has 784K DSL connection to internet and it’s own ISP and IP Subnet form the main office where the PDC resides. The PDC and BDC are seeing each other, but the Win98 workstations can see PDC but can not change their passwords, map a drive, etc. Is there a specific way to set this up? Do I need to setup a Server to Server VPN? is tat possible? Please Help! Thanks
