How to connect 2 PCs via modem?

There has to be a way! I have a Win95 and WinME PC, both with modems (28k/56k). I’d like to connect both via modem and send files with FTP from the Win95 to WinME machine. I tried the DirectConnect thing with Win but failed (the Win95 machine is a relic and the serial connections don’t work).
This sounds seemingly easy yet I can’t find any meaningful answers on the web? Your suggestions would be appreciated. Thanks!
