How to create expiration policy- NNTP?

I wish to know how to create an expiration policy for NNTP site? I check through the expiration policies at the NNTP Service Manager (HTML),there is nothing there.It just display something like This:
Expiration Policies on Localhost
Name Newsgroups Size(MB)
