How to disable “Use printer offline”

When a network printer is unavailable, Win98 automatically sets it to “Use printer offline”. That causes me many support calls from users on my network that don’t know why they can’t print and I have to walk them through unchecking this setting. Does anyone know of a way to disable this “feature”?
