How to install Windows setup components

The components of the Windows Setup tab of Add/Remove Programs are missing–none are listed. Using Windows 98, what files need to be extracted from the CD to have the components of communications, multimedia, etc. reappear? Extract how? Current updated virus scans indicate no virus is present. Thanks for any suggestions!
