How to remove Outlook program files

We are rolling out Windows 2000 workstations and do not use the outlook email program. we were trying to delete the program file(s) and the directory but bill has decided he wants them to stay on the machine and they will automagicvally re-appear no matter what we try to do. Does anyone have a clue?
