How to restrict access

In our intranet website every one has modify and deleting permission in database contents. How to restrict this. Our intranet needs domain user name and password. I have created a intranet admin group. but the user not belong to this group also ableto modify contents in database. I want to restrict this permission. How to do it. Please help me.
