How to set Replication PDC to BDC ?

I created my login scripts on my PDM and am trying to get replication to my BDC ?
both Dir. Repli. started on PDC & BDC
1. BDC setting:
2. Do Not Export
3. From Path: C:\WINNT\System32\Repl\Export
4. To List: blank
5. Import Dir.
6. To Path: C:\WINNT\System31\Repl\Import
7. From list: PDC
1. PDC settings
2. Export Dir.
3. From Path: C:\WINNT\System32\Repl\Export
4. To List: PDC BDC
5. Import Dir.
6. To Path: C:\WINNT\System32\Repl\Import
7. From List: PDC

it relpicates the export to import dirs in the PDC but nothing to the BDC ? ? ?
