how to setup server on different subnet

I have installed a new server in the existing network on different subnet and Gateway(192.168.3.x). I want to install terminal server on this machine and allow users to access from home.iam running winroute pro 4.0 on the proxy which is again on different subnet and Gateway(192.168.1.x). i have set incoming and outgoing rules as well as port mapping rule but still i get error saying TS is busy try again.I cannot even ping proxy. how do I resovle this problem?
