How to troubleshoot TPG cpu? Doesnt turn ON

My user have a TPG cpu, it doesnt turn ON at all. I check the power cable, its okay. Monitor is okay. But the PC, no respond at all. I already open the case, the fan is not running and no LED light. What seems to be the problem? Pls help. Thanks!
