hp cd-writer problem with compaq dp en

when i connected my external hp cd-writer via a usb cable to my compaq deskpro en 350 the pc will not boot, if i unplug the power or the usb cable from the cd-writer the pc will boot. if i then connect the cd-writer to the pc will it’s running the pc sees the writer and connects to it…..any thoughts??
