HP Scanjet 3200C Streaks

When scanning from HP Scanjet 3200C, yellow (sometimes green too) vertical streaks appear on both preview and final image. I have applied HP’s sj326pwr patch for W98, but it did not fix the problem (has something to do with not powering down). HP’s website support does not address the problem, the e-mail support directs me to the phone support ($25 per call) and the phone support directs me to the website support. I am now using W-Me with same results. I am using HP PrecisionScan LT. Also, the scanner does not daisy-chain with HP 2000C printer. The printer will quit working after a few uses.
