I dont know what to do

My computer i built wont start. The mobo led light comes on and the fan but the hard drive doesn’t. I’ve tried a new hard drive, a new video card, and a new power supply. I don’t know what else to do. The mouse lights up and the monitor shows nothing. I have also tried a different monitor.
