I need some help here!

I am attempting to do windows recovery on a computer with a SATA RAID hard drive. Windows is not reading the drive. I’ve tried downloading drivers from ten different places but to no avail. The error I’m getting is:
Windows could not start because the following file is missing or corrupt:
\system32\hal.dll
Please re-install a copy of the above file.
If anyone can help me solve this or at least get windows to read my hard disk, it would be greatly appreciated.
