i need to change the opration masters!?!

I want to change my opration masters ,but when i go to AD users and computers and right click on the domain and then click on opration masters instead of letting me change the OM to another server it has the pdc that is allready my opration master in both spaces and it wont let me change the opration masters.!!
any ideas anybody!!??
