ICS on Windows 98 SE

I have a client that is in question on the Windows 98 Second Edition Update that users can order on line at the Microsoft website. He is not ready to advanced to ME or XP at this time and is in need of the ICS ( Internet Connection Sharing)

However, he has currently Windows 98 with the SP1 installed. If he was to order the Windows 98 Customer Service Pack ( Windows 98 Second Edition Update) will this get him the tool ICS installed on his “Server” machine? Is there another way of getting ICS… He doesn’t want to use any proxy.. so please don’t recommend it… I have already esplain that to him..
