ICS with 98 first addition

I am trying to set up a Win 98 machine to use ICS. This is first edition 98 with service pack 1 installed. I went to microsofts web page and searched through the knowledge base on how to set it up, it says to into control panel- internet tools – click on the connection tab then click sharing, but I do not see that option(sharing). Is there a way to install ICS on win98 first edition???????
