ics with dsl

hello everyone!
i have an dsl line (vpn connection)on win 2000 server ,
im using ics(internet connection sharing)to
share this connection with my network
the problem is:
1)only ftp sites works on the p.c’s in the network.

2)nat is not working

3)does proxy will solve the problem
