Ideal processes by areas in an IT dept

I’m searching for a paper, standard or metodology for definning the common/IDEAL process by all areas in an IT department.
I’m already evaluate ITIL but it didn’t define the processes by department. COBIT is strong in IT controls and metrics, and ISO17799 is strong in security, in fact, but that I want is to know the common IT departments and most common proceses between them (workfolw diagrams) will be better, thanks in advance.
