IE 5.5 install Problems

Attempting to install IE 5.5 sp2 on W2K pro sp2. When setup is run for IE, a message pops up that
“A previous installation was not completed, reboot you PC and try again. Setup will now exit.”
Rebooting does not help. The same message every time. ALso noticed that the previous installation of IE 5 is not in Add Remove Programs, so cannot attempt to uninstall anything. A MS techie suggested the following:
“Try renaming wininit.dll, urlmon.dll and wintrust.dll. You should then be
able to complete the install. Hope this helps!”

It did not help. Any suggestions??
