IE 5.5 Installation

For Window Terminal Server 4, SP6, MF 1.8 SP3
Run the IE 5.5 (SP2) setup and about halfway through you get the following
message.

The following components were not installed
IE 5.5 Web Browser
IE 5.5 Exception Pack
IE 5.5 Readme
Offline Browsing pakc
128 bit encryption update

IE 5 is still acting as the browser…..

Anyone seen this before? Ideas?
