IE 6 Not opening properly

I am running Win 98SE 300Mhz Slot 1 , 320mb ram, my problem is that when ever I open IE6 through a Favourites link in the start menu or I click on a link from Outlook Express it will not open up fully (defult) it just comes up as minimisied (blue bar about 2 Inches long), I have been through this site and MS knoledge base with no success, IE repair tool does not fix it , appart from uninstalling and reinstalling I am at a loss
