IE Branding GPO in AD not applied

I’ve have a set of GPO’s for my OU. Some are applied properly to machines on the network and some are not. Specifically, The IE Branding GPO’s aren’t coming through (such as custom label). I’ve rebooted and secedited, and it didn’t help. I’ve reset the registry values that prevent Policy updates, and still I can’t get my custom IE icon to show up! Erg.
