IE default Settings

I have a customer with a dell machine running windows xp home. Internet Explorer has a Proxy setting checked with a web address that cannot be reached. Internet Explorer will give a no dns found error. Even if you uncheck this setting the computer replaces it on boot up. If you leave the computer running for several days the setting stays unchecked. I am trying to find a way to turn this off permanantly. Any suggestions would be helpful.
