IE display an image as a red X,

A Web page may display an image as a red X, or a placeholder may appear in place of the image. Some images can be seen, but the others not. The microsoft RESOLUTION did not helped. The Show Pictures on the Tools menu, Internet Options of IE is enable.
What can cause this behavior?
