IE error when entering Internet Options

I get an error trying to access the Tools/Internet Options [Menu. The error says “This operations has been canceled due to the specified restrctions in this equipmnet”
This PC is running Win 98SE and IE 6.0 and it is in a small office with no servers at all, and a direct conection to Internet trough an ADSL modem. The other 10 Pcs in the place, does not have this problem. By the way this problem is in present since this PC has IE 5.0

Any idea? Is there an registry settings I need to aply orsome file to download?
