IE home page options disable

My friend recently was messing around with the registry on a Win 95 + IE 5.5 PC. He deleted some of the keys without exporting it. Later he realised that IE setting for Tools\internet option\Home page is gray out.
I already tried to un & reinstalled back IE but still fail.
